He was born in Harbin, Heilongjiang Province, China in 1948 and joined Heilongjiang Artists Association in 1994, where he is still a member.
He is currently Executive Director of Harbin Oil Painting Society
In 2012, opened Zhao Dechao Oil Painting Studio to focus on oil painting creation.
In 1990, his piece "Walking Through Winter" was selected to be in China's first oil painting landscape exhibition.
In 1992, he participated in the exhibition of works of young and middle-aged oil painters in Taiwan and China in recent years.
